Too bad “leap day” is always in February and this year falls on a work day. Yo. Move the extra day to summer, roughly mid-way between July 4th and Labor Day. July 32nd. The nearest Monday becomes a national holiday with a 3-day weekend. A much better use of an extra day every four years.
